What to do about my 14 on the Act Test?

I got a 14 on my Act when I took it on June 11. I know I need to retake it, but the earliest test date is september 10, 2011 and the application deadlines for 2 colleges that I want to go to are sep. 1. Can I still apply without my Act score an sen it to them after I take it? I really really want to go to one of the colleges that I am going to apply for and they are both university's. I got a 3.75 gpa in high school so will that help? Please, I have been dreaming about going to one of those colleges since I was 12! Any advice?
