Do you think i can get into UT san antonio or UT arlington?

i got a 1400 on my SAT and i've only taken it once (i was thinking about retaking it) and i think i have around a 2.8 gpa and my class rank was about 300/700 last year. im in a volunteering club at my school and i've also taken tennis for 2 years, dance for 3 years, and french for 4 years..so i've had different activities and stuff. Do you think i can be accepted into these colleges? also can you reapply if you get rejected?
